Clearly, Portland is not smart enough to understand that a small portion of urine is not going to contaminate a huge supply of water.

Think about what those customers would do when that video those kids were shooting on their cell phone went viral. The company did what they had to do. What they were supposed to do.

38 million gallons? That represents less than what flows through Portland's rivers each minute of every day. (The Columbia river flows at over 100 million gallons per minute.). Portland's water supply is limited by treatment facility capacity - and considering the time of year, we have plenty.
In addition, Portland's water bureau falls under the authority of a single elected city council position. You think that person is going to risk reelection by not dumping drinking water that's contaminated by human waste, regardless of the lack of health risk?

The first thought that crossed my mind is that if they drained it because a guy peed in or near it, what are they doing to keep animals away from it? No, bears don't always crap in the woods, and human children aren't the only creatures who will relieve themselves while taking a nice swim.
