That's not unusual at all for advanced decomposition. It may require doing a DNA test, but more likely they will be able to tell from the presence/absence of the womb or something like that assuming the internal organs are not all decomposed to dust.
On a side-note, I did once know a teacher in a Christian school that actually thought, believed, and told children that men have one less rib than women. Of course that's not the case, and even if it were it still wouldn't tell you if the body was female or male because a person could be missing one genetically or because of surgery.
