The ladies are screened regularly, condoms are mandatory, and since the workers are technically independent contractors they have final say over whether to book a party. Yes, the brothels require them to negotiate with an interested customer, but they set their own prices as well as draw the line over what they are willing to do. Don't want to do business with a particular customer? Price yourself out of the negotiation and politely pass him along to another lady more likely to meet his terms.
