Even if the explosion was triggered deliberately (and that's still a very real possibility), it was an unconventional bomb, not a conventional one.
The Beirut explosion is comparable to the Halifax explosion of 1917. That one was equivalent to 2.9 KTons, so in fact larger than Beirut.
