Titus was not refering to the Jews persay. There was a belief in the 1st century Christianity that one had to first convert to Judaism (had to be circumsized) before converting to Christianity. The reason for this was because the vast majority of the first century Christians were formally Jews.
Titus is saying (as did Paul) you don't have to be a Jew to become a Christian, and he even goes so far as to say don't trust a 'christian' who holds to legalistic ideals and puts them into their worship.
