It is against the rules under the section "Disrupting Forum Functionality" and usually is applied when you find someone clearing their posts in an active discussion, effectively creating large holes within said discussion. Such an act is inherently destructive to the forums and is treated as such.
We don't react strongly unless it's a major issue. This time it was a major issue.
