All is fair in love and war, and football is all about deception and misdirection.
But, asking all college and NFL fans here, how often do you think an offense deliberately commits an off sides, delay of game, or false start in order to give their receivers a longer field to make a touchdown?
I have seen teams that get down to say the 5 or less, get a 5 yard penalty, only to, on the next play get a touchdown off a pass. Lets face it, when you are below the 10 yard line it is harder to pass because the field is shorter.
