Because you want the black box to be at the same place as the wreckage of the airplane. Normally wreckages of crashed plane is the easiest physical evidence of the crash to find. It's nice when finding the wreckage also finds the black box. Ejecting the black box also means a separate and usually more difficult search has to be mounted just for the box.
Besides, there is no reliable way to ensure the plane will eject the black box at the right time, ie just before a crash, but not if the plane recovers and flies on.
