Key phrase being 'out of context' in which quoting accurately is already a rule. Personally I've never quoted someone out of context in my Sig, I've quoted someone that contradicted themselves, and I've quoted someone that made a patently false statement. All sorts of ad hominem attacks are allowed, but putting someones quote in your sig is all of a sudden a bridge too far.
