Funding food stamps, a move which has proven to be the best-bang-for-the-buck as far as government spending to stimulate economic activity, is just "giving money away to takers."
However, direct or indirect subsidies of large corporations and tax cuts for the wealthy, is a "path to prosperity by assisting the makers and the job creators". Never mind that tax cuts for the wealthy and defense spending increases, two of the major points of Ryan's budget, are proven to be the most inefficient methods of government spending to stimulate economic activity.
The Ryan Budget assumes that tax cuts for the wealthy will succeed where W Bush and Reagan failed and the prosperity faeries will sprinkle their supply side fairy dust on the country and thus we'll have a balanced budget from all the increased tax revenue from the booming economy that results.
...and he's what passes for the numbers wonk in the Republican Party. He'd get an "F" where I got my business degree.
