No, virtue signaling and actually caring are different things. Virtue signals are frequently harmful to the signaled virtue, but the signaler will get angry if it is pointed out to them that their signal is counterproductive. For example, a virtue signaler wants to convey that they care about saving lives. So they become very enthusiastic about a particular popular issue that will save lives. Another person has a more general interest in saving lives, and wants to pursue more effective ways of saving lives that will yield even greater benefits. The trouble is, the virtue signaler only cares about popular issues. And since they only care about popular issues, most people are virtue signaling what is popular rather than what will work. They are not interested in more effective ways of saving lives that yield even greater benefits
