There are around 50 countries where Muslims are more than half of the population, the vast majority of those counties have strict laws against rape and don't have police enforcing the wearing of the hijab. Even in those countries where hijab is required by law, it's usually not the job of the regular cops to enforce it, there are 'religious police' who aren't really police as most of us understand the term. More like gangs of zealous thugs. There are a few countries where I could see police not interfering with such a gang raping a woman for violating sharia (which is certainly not the prescribed punishment under sharia), but I don't have a particular reason to think the OP lives in one of those countries.
Religious police is a thing of the past; with Saudi Arabia -the only country giving them extended rights like doing arrest or entering houses- deciding to cut their wings:

The monarchs/leaders in Arabia fear these extremists; aside from them "believing in Jihad" they might also display loyalty and affiliation not to the government; but to Wahhabism.
Well; I can literally say that the Muslim world now doesn't deal with the religious police like the past..they are a danger to the monarch/dictator, it's not wise to give a religious militia more powers than the government.
