Because that's not how the convention works, according to rules that Bernie signed off on. He had more input into the convention rules than any of the other candidates in a vain effort to keep Bernie Bros from thinking the system was rigged against him. The whole 'guy with the most votes' thing is something he dreamed up when he had the most votes. Now that he's not that guy anymore, at least he's sticking to his guns; but the convention rules weren't made so somebody most of the people didn't vote for could just sweep in. It goes until someone has a majority. The only practical reason to prefer a plurality is if you have the most votes but know you'll never get that majority.
