Maybe because so many people are of the mindset that if we let the Greater Evil win then the lesser evil will learn its lesson and become good. But allowing the greater evil to win has ripple effects. The Greater Evil destroys education, it uses voter suppression. It knows it can't appeal to the masses. It doesn't need to. All it needs to do it make sure people don't vote, or if they do that they vote uninformed. Then it can keep winning, and keep gaining supporters. And the lesser evil doesn't learn its lesson. Mostly because it doesn't see itself as a 'lesser evil', just as the greater evil doesn't see itself as a greater evil.
The people of this mindset tend to be people who will relatively okay if the greater evil wins.
