Some years ago a country tried a grand experiment. They decided to focus on rehabilitation of incarcerated offenders and not punishment. Counsel, them educate them, help them find jobs when they get out. The country was Canada and the result was halving their recidivism rate, saving many more lives and much more property in the long run than their previous more punitive measures did. And you see this in country after country that focuses on rehabilitation instead of punishment: Fewer repeat offenders than countries that have harsh punishment.
