Sensationalized Contempt

The title of this thread refers to when a person, or group of people, gets absolutely shat on in the media, or via propaganda, and the media, or propaganda, makes people think the victimized person(s) is/are the embodiment of evil, as if he/she/they is/are everything that's wrong with the world.
This happened with Elliot Rodger (if you remember him), and the Jews in Nazi Germany. I ask you, is this ever okay? As for me, I can see it from both sides (yes or no). "Yes" because I can see it as a useful deterrent, as a kind of lesser evil to bring about a greater good, and "No" because it seems a bit too nasty to be a dignified solution.
