It is indeed for all times, as the Quran says, "This is no less than a Message to (all) the Worlds (or nations)" (81:27).
Although it is not specifically mentioned in the Quran (i.e. striking a husband), this can be known from inference, by complementing this verse with other verses in the Quran which tells both husband and wife to treat each other fairly because what applies to the husband can be equally applied to the wife as long as it doesn't contradict the Quran.

Yes, a lot of barbaric things have happened in the name of Islam - and I would like the atheists to not to be silent about them - except that you don't project it onto Islam itself and all the Muslims.
