It was an insurrection in that the purpose of being in the building was to stop the ratification of the vote.
Doesn't really matter if that took the form of actually hurting people or causing people to be secreted away for their safety while propping your feet up on a desk that's not yours.
How many got hurt and what got damaged isn't the issue. The issue is the intent to stop the damn count.
