It must be great to just make statements like this and not actually think about the consequences of them being implemented. There are so many variables in this kind of thing, I couldn't even begin to list them. What about crimes of passion? What about coercion and blackmail? What about pre-emptive action?
And if you are saying you shouldn't have to pay for criminals to live, what are you suggesting? That we have no prisons? Or we kill all criminals? For every murderer and rapist you pay for, there's ten drug offenders, or violators of parole, or shoplifters. Your tax pays for all of those, too. So which of them are you happy to pay for, and if the answer is 'none', what's the answer?
