Immigration is the responsibility of the federal government. 

Nope the state government's responsibility and it certainly isn't New York or LA's responsibility to deal with Texas's migrants 

It's the immigration department's responsibility. 

Nope it's  the state government's responsibility and it certainly isn't New York or LA's responsibility to deal with Texas's migrants 

Just listen to the mayor of New York.

I don't care what he has to say it's Texas's job to take care of the immigrants that land there not push that onto other states. 

It's the Fed that's letting them flow over.

Letting migrants in doesn't make them the Fed's responsibility  and it certainly isn't New York or LA's responsibility 

These cities welcome them with open arms until they come.

It's not  New Yorks job to look after Texas's immigrants 


So again there is no inconsistency in their position. The feds can let migrants in and then it's the state's responsibility to deal with them when they wind up there not push that responsibility elsewhere and certainly not as a callous political stunt. So political points for you and your attempt at a partisan  gotcha fails.
