Stating that she should or that she 'deserves it' or she is partly 'to blame' is victim blaming. Stating that she can take a precaution is merely making a factual statement that is either true or untrue, and you cannot go from facts to values. You are committing a logical fallacy. It is irrelevant to the victim-blaming matter whether it's true or not that a woman can take a precaution, it's only relevant if it is pushed and said that she also should. Clear?
