I am a women and a rape victim and I strongly disagree. Thunderfoot is right.
1. Rape is never right.
2. Prevention is something women should be taught just the same.
Dressing provocatively where it is dangerous is stupid. Looking or acting like a victim is stupid. It's as stupid and flashing cash in a dark alley or leaving your doors unlocked. Getting mugged when flashing cash doesn't make theft right, but it does make the victim stupid.
Yes, there are societies and parts of society (professional and college sports for example) where rape is winked at. That's wrong. But women should be taught about the dangers of bumping shoulders, let alone showing thighs and cleavage to such society.
And I've since gotten off at the wrong stop in the wrong dress. I will tell you that body language can be a life saver. Don't ever act like a victim. It's the ticket to being one.
The advice he gives in his video is good advice.
