I don't have the same understanding as Randy in regards to the OT, but I think what he's saying is that God was putting Himself down at the level of the people/culture of the time in order to integrate Himself slowly.
The God character of the Old Testament was simply the human ruler of the dominant empire in the area at the particular time. As an example, in Daniel 6:12 people had to pray to the Persian king Darius or else be thrown into the lions' den.

There was no invisible mountain or sky deity entity holding burning bush chats with religious lunatics telling them what to do. The God character was simply a mortal man who had the power of life and death over everyone in his empire. They did what he told them to do or else he killed them.
