We shouldn't test anyone, each man who has a right to vote should also have a right to run for public office. It should be up to democratic consensus to determine if the person was the most suitable for office and as such we should aim for a higher standard of education and greatly improved critical thinking skills as opposed to a standard imposed by authority to determine their ability to govern.
If the people made a bad decision then so be it, hope they learn from their mistakes but do not take any right of choice away from them, including imposing a standard of candidacy.
