As for the picture - I'm sure those natives wouldn't be allowed to walk through an Australian city "dressed" like that which would be some sort of a censorship. You think I'm crazy? Take off your clothes, leaving only your pants and walk through any city, even an Australian one. I'll give you 30 minutes tops of success after which you'll end up in the local PD. There's a dress code norm nowadays' society has imposed and they won't let you break it. On a gay parade you may walk totally naked and nobody would say anything to you but that's a special event and everyone on it has the right to dress or undress the way they like. But outside that event you'll have to face the consequences. In fact I just found some proof for you to understand that these natives would most probaby spend 24 hours (or longer) in the PD because of indecent dressing.

Backyard will depend on whether you can be seen by your neighbours and whether they complain. It is not a criminal offence but if they complain they can get an order form the court that you stop.
Outdoors and in public other than nude beaches it is a criminal offence and all states have their own laws.
It all comes under the Crimes act and it is an act of indecency.
