The first step is to make your child really understand the pros and cons of the situation, not just the choice but the long term consequences of said choice. The hardest part would be to convey these neutrally. Children can easily sense what their parents want, and might feel obligated to pick what they feel you want of them.
Next you should let your child decide and let her know that you are there to support her decisions.
I feel this is the perfect time and you should let her move up temporarily and see how it works out. Also you should try to help her make friends outside of school, that way she won't miss her current friends too much.
