In point of "fact" humans have been utilising "eugenics" to develop say the banana, cattle, sheep, goats, rye, wheat, rice... in "fact" anything you care to name that sustains you in this environment.
What this has to do with the question at hand is what is in dispute.

Yeah, plate tectonics is 'only' a theory in exactly the same way that Usain Bolt is 'only' an Olympic gold medallist, and for similar reasons (ie for beating the competition and being the best in the relevant field).
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'

You know, if we had a greater level of competence in this area and a reliable track record I could see a day in the far flung future that those tasked with watching this stuff could be charged with negligence (and negligence combined with loss of life can be prosecuted as manslaughter ), but today is not that day.
