She probably could have been clearer, but I think the implication is "drink one more glass of water while drinking one less glass of Mountain Dew/Wild Irish Rose/Melted butter".

Can't remember where the article is, but the man stated that his claim of drinking 64 ounces of water per day was blown out of proportion. His findings included all of the water consumed within the food we eat.
There is an ALLLL-knowing, ALLLL-powerful, inVISible being who is everywhere, who created the WHOLE universe, who lives in another dimension called heaven, who is perfect in every way, who was never born and will never die, and who watches you every minute of every day (even when you're squeezing one out on the toilet). I mean, seriously, people are getting outraged by the first lady recommending people drink water. It can't be that far before we get to the point that people ask us to use soft drinks for everything but toilet water. The Idiocracy reference is inevitable.

If we click the politico link to find the Dr's quote and get the context we find that he is in fact talking about the 'drink more water' campaign's claims of water being our original energy drink and that he is one of the experts concerned about the way the campaign is being framed.

Though it seems that the same ellipses exist in this article, what is presumably in those ellipses is given and summarised in paragraphs immediately after.

This forward progressives writer ('journalist'? i've got no idea what this organisation actually is) has misquoted Dr Goldfarb, misrepresented his arguments, and proceeded to mock his straw man creation. While linking to the very article and quote that proves he's as full of shit as it's possible to be whilst still being made up of mostly water. I award him no points.

This is lazy writing at best. Malice or incompetence? I report, you decide. Why are you linking to this trash?

But that's not the main point of the article. The main point is about conservative's reactions to the campaign (for my part I predict that it's going to be a lame waste of money as usual, which will try to make water 'hip' but just make everybody cringe), and we get anonymous forum posts on The Daily Caller and a tea party websites as proof, it's not the articles on those pages, it's the comments section, and not a closed comments section as the most recent comment on the tea party site is:

I think the conservatives are just pissed off because they know there's no big money supporting water drinking like there are with the major soft drink or beer corporations. That, and Michelle Obama is black.
