Maybe from a philosophical view but I don't see how space-time would not be a physical constant just because we were not here to quantify it?

Light would still take a finite time to travel from one point to another.

I think what Julian Barbour is trying to say is that time does exist, but 'motion' is a concept that only exists in our minds.

Time comes in clusters and are embedded into different pats of moving space. So, by observing space and using memory, our minds trick us into seeing motion, but the motion is not really there... I must have gotten it wrong...

Why would he space move if there was no motion?
