Karma is all about actions and reactions.
If someone exhaust his-her reaction in one life then reincarnation is not needed.
If on the other hand one life is not enough then he-she will have to be reincarnated how many times as is needed to exhaust all his-her reactions.

I don't expect this to get through your thick skull, but saying everybody is different doesn't clear up the question of why these people would need to be sent back if they're going to be reincarnated anyway. You've got a nonsensical theory that doesn't explain why they're being sent back. All you can do is repeat the same mantras, "because of karma" and "special conditions". You'll go on repeating the same nonsensical explanation because you're a hopelessly deluded crank. You have no answer, so you just keep repeating yourself. Maybe if you repeat yourself enough times it will suddenly make sense?

At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

NDEs are for people who are willing to learn.
God knows who is and who is not willing so for Him there is no point in giving an NDE to anyone who is not interested in learning.
Now let us come to your silly question.
Put in this way...........why God allow some people to learn through an NDE?
The answer is simple.
Because these people have still to get to the goal of life therefore by learning they get a good chance to get there faster.
Whether the road to the goal of life require one, two or more lives this is a different story that concern the individual.
NDEs do not shorten the road to heaven.
They only show the right way to heaven.
It is then up to the individual that had the NDE to make good use of that experience.
Some individual have little karma and they are very smart so in short time they may get to heaven while other take longer and other yet may even not make good use of the NDE experience but I guess it must be very very rare.
Once you experience God you try your very best to get there ASAP.
Why would you keep on living in the sewer when up there is so good?
Anyway coming back to your silly question these people need to come back regardless whether they will need a further reincarnation or not because their karma is not exhausted yet.
NDEs are the vision that help the experiencer to move in the right direction.
Nothing really to do with reincarnation.
Unexhausted karma demand further reincarnation but NDEs are not there to alter your karma
and therefore prevent further reincarnations.
NDEs are there only to show the right way and that's it.
