Yeah it came from the internet cesspool that is 4chan. 'Rolling' was creating a thread with an enticing title and thumbnail and then all that was inside was a picture of a duck on wheels. Sort of a proto-clickbait. Rick Rolling was an evolution of that, in that instead of a picture, it's a video with that white boy dancing like he means it.
The first ever rick roll was on the Grand Theft Auto board, and it was something like "Super Secret LEAKED GTA IV Trailier!!!" and inside, Rick Astley was waiting for them.
