It's hard to escape the conclusion that Texans and Floridians count for more because because unlike Puerto Ricans, they can vote in Presidential elections.
Who knows? Maybe this can change the mind of locals on statehood?

The lesson from the hurricanes is that if you live on an island you are on your own when the storms pay a visit. Given the condition of Puerto Rico the thinking is that a large percentage of the people will simply leave and move to Florida and New York. There's no real reason for the people to stay there now.

Oddly enough, the Dutch and the French didn't seem to have any issues delivering help to St Martin in the wake of Irma, which wrecked that island.
Perhaps governmental commitment plays a role?
I sent the engineering officers of a ship that gave aide to UK owned islands in the hurricane zone, its still there.
