I actually do have a hard time remembering if I'm supposed to turn the wheels towards the curb, or away from the curb, when on a hill.

Just ask yourself if you'd rather roll into the curb or out in front of that bus. Not being judgmental, you get to choose. Read

I saw a car go barreling downhill on Leavenworth street (San Francisco) backwards, bouncing off cars parked at the curb. 

My buddy who had lived there for years, looked at me, grinned and shrugged - and said "didn't curb his wheels".
