I'm personally 100% for the idea of a one-world government. Once we have that issue handled we can get on with the truly important stuff, like extending the cruel boot of human imperialism beyond the borders of our own tiny solar system.

Finally! A policymaker after my own heart. Let's get off this pesky, one-hitter rock and spread some good old human know how to our solar system. It'd be nice to have some offsite human genetic back ups in case a giant asteroid whacks Earth.

Um, no. We simply need the means to get to those planets and transport the necessary supplies needed to "start" a colony in an inexpensive manner. Subterranean, biodomes, pressure suits are all technological means to an end.
