I don't know that much about Jan Brewer, but I do know that some people are very quick to the trigger about calling people bigots. There are people who will call anyone who disagrees with them about anything politically a bigot. Calling someone a bigot is often time just a tactic to avoid having a real discussion.
On the other hand, sometimes people are actually bigots.

Like I said earlier, she championed and signed into law Arizona SB 1070, which essentially exists to further pre-existing anti-immigration laws in such a way that it's the closest we've had to the Nuremberg Laws since Congress struck down Jim Crow. So, it's very likely she is a bigot independent of her Trump support.
