I'm not one of those guys who thinks the government is trying to poison people with chemicals in the sky, or that they are purposely sending hurricanes to their own shores, but of course the ability to modify weather has existed for a long time. I haven't watched the video in the OP yet but I might give it a watch.

I thought chem trails were supposed to be for population control?

A long time ago, they performed their first chem trail experiment over middle America.
They included lead in the chemical. As we know, lead reduces brain development.

The government called it project: bible belt.
It worked as predicted.
