Putting people on ignore is a core functionality of the forum; altering it would need some kind of plugin that we haven't developed simply because there isn't really a big need for it. It isn't often that someone breaks the rule, and it isn't a punishable offense unless people keep doing it.

As for negative rep points; those aren't allowed either, and as far as I'm aware they are impossible to give...
