No they are not. Government can not sell conscripts. Property also has no rights, unlike conscripts who are still citizens with full citizens´ rights.

...and if the orders arent lawful he doesnt have to obey. Does a slave have that right? Does a slave have any rights? A professional soldier also gets court martialled for not following orders. Does that make him a slave?
