Umm... why do half of these colours not have a corresponding district? And why is District 13 (supposedly) given a colour? And why is a non-negligible part of America (including what looks like New Orleans, San Diego, the bottom part of Texas, a lot of the coastal regions of Washington State, Oregon, New Jersey, Maryland, Delaware, Virginia, and North Carolina, the bottom few counties of Georgia, Hawaii, Alaska, and the vast majority of Florida) not part of it? Edit: Okay, apparently, those areas were submerged before the events of the series.
