I thought that 'bare arms' referred to muskets, and perhaps didn't forsee fucking sniper rifles and rocket launchers.

It did, it referred to the most lethal firearms we were likely to possess at the time. A horrible weapon for a world at war - armies lining up mechanically and blasting the shit out of each other. Sucked.
Personally wouldn't like to be shot with a musket - but more especially I'd rather not be stabbed with an early sock bayonet.
(I also doubt that modern weapons were foreseen)

Al-Qaeda may not have the capability to build their own cruise missiles, but I'm wondering if perhaps the Pentagon has misplaced some of theirs and fears the bad guys found them.

Also, putting the sensors in a balloon is more affordable than a satellite, and given the fact that Russia has eight or so submarines with the capability to fire nuclear or conventional cruise missiles, added to our poor relations with them -- this is a case of the military tendency to plan for every contingency. Have money, will build.

Hearing about a defense contractor putting blimps in the air to get a better view really triggers my paranoia.

Actually it referred to a well-regulated militia which did not mean every fucking asshole with a gun.

Blimp...Drone what is the difference? Holy Shit are we really buying that they want to monitor the skies for incoming cruise missiles that have not been a threat since the late 80's.
I was in the Navy, so I know for a fact that a good crew on a modern destroyer could not only defend the skies but could launch one right back if needed.
