By birth defect do you mean they might have little people too?

I voted no. For the most part I feel people should be able to do what the want if it doesn't hurt anyone, but typically there is a sexual relationship that goes a marriage and inbreeding creates additional opportunities for birth defects. So such a practice would be harmful any potential children from such a union.

If two consenting adults want to schudlypoop behind closed doors then let them. So C with the caveat of no kids, but I think that bearing children should be regulated.

I know I do, however, I feel the same way about same sex coupling and yet that does not stop a lot of people. There may be significantly more incest going on that we are not aware of due to the stigma attached along with more desires that are not fulfilled, again due to the stigma.
