Yes, and they're usually the most vocal. I had a lot of sleepless nights since it first came out. Some things are definetely better than in the previous ones, some are worse. The background of the player for example, since you can't possibly live up to it without sacrificing the whole game, it's sidequests and character development.

I've found a glitch or two, but I'm quite happy with the character setup.
Playing a pissed off mother, in my case, makes it more satisfying when you get to blow away the people who abducted your son.
Playing Cluedo with my mum while I was at Uni:
"You did WHAT? With WHO? WHERE???"

I haven't played it but am I right in thinking a lot of the glitches will probably be fixed in patch updates anyhow?

I've seen previews, and to me it just look like a super-big Fallout 3 DLC. Is there really anything so new about it that I should invest in another entry into this franchise?

It was made with a modified version of the engine they used in Fallout 3, so it does feel very similar. Of course, the graphics are improved, and so is the combat. The best addition, in my opinion, is the gun mods, which adds to the scavenging aspect by making you collect materials for your mods. There's also the settlement building, but as neat as it could have potentially been, it doesn't make much of an in-game difference.
It does feel a bit like a Fallout 3 DLC, but I don't think that's a bad thing at all. If you liked Fallout 3, I think that 4 is a good investment, but don't expect the wheel to have been re-invented.

Although, if you're a console peasant like me, you might want to wait to see if they patch it or until the mods come out. It runs okay, but it slows down badly when there's a lot going on. I wish they'd given the ability to lock it at 30 frames per second. I still love it, though. Normally I'm really picky about that, but I'm too big of a fanboy for this game.
That's one thing Fallout 4 is doing new, bringing mods to the consoles. I've always loathed having to miss out on the mods. I'm sure someone will smooth it out if Bethesda doesn't.

No, it's not too bad. It's actually what some games shoot for. It doesn't look as smooth as 60 for sure, but a solid 30 FPS is preferable over a frame that jumps between 60 and 10 when things get busy. I would love for every game to run in 60 FPS, because that makes a big difference to me. Not every developer polishes their game to that point, though, which is a shame.

Locking your framerate won't really guarantee that the game will run well with too many objects on screen. The game has to be smart enough to predict dropped frames and lower graphics settings, use lower-res ppoly objects, etc. BEFORE the problem gets really serious.
