There can be no pro/cons here, unless killing them is the only thing stopping them from breaking out of prison and commiting more crimes, or something equally grave(and ridiculous). If you vote to keep it you're morally abhorrent from my POV.
That's all, really.

We need a system that is cheaper to execute them.
Also to recoup some of the expenses, the meat should be used for dog food.

Anyone ever consider a 'buyout' ?
If someone facing death row drops their appeals and accepts a 'fast track' execution schedule, a payment would be made to family, friends, estate, charity, whatever.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Is that the non-cognitivist's response to the death penalty?

I'd vote against it in a second if I was given the chance.
"Of course, everyone will claim they respect someone who tries to speak the truth, but in reality, this is a rare quality. Most respect those who speak truths they agree with, and their respect for the speaking only extends as far as their realm of personal agreement. It is less common, almost to the point of becoming a saintly virtue, that someone truly respects and loves the truth seeker, even when their conclusions differ wildly."

I have no idea, but it is my response. I am not a non-cognitivist as far as I am aware. Meta-ethics isn't really my bag.

My home state (Oregon) hasn't executed anyone in my lifetime, despite capital punishment being a thing. People sentenced to die in Oregon currently appear to be sentenced for life, because we ain't killin' 'em.
In my adopted state of Washington, capital punishment is technically legal but is under moratorium by executive order.
It seems to me in both states, the practice could be outlawed without any real effect, beyond making the prod-death penalty crowd apoplectic.

That's not fair. You know good and goddam well that Gaear Grimsrud was just disposing of the body in the woodchipper and Carl Showalter was dead long before he got to it.

Also to recoup some of the expenses, the meat should be used for dog food. Maybe create a prison version of Dignitas, where lifers who don't see much of a point in going on can opt to take a cocktail of barbituates specifically formulated to kill them. See Ian Brady and his long-standing fight to be allowed to kill himself (and his crimes) if you want to know why such a plan would be a good idea. Dignitas charges €4,000 (£3,182/$5,263.16) for their bare-bones services, and €7,000 (£5,568/$9,210.53) for taking over the funereal and other expenses. Eagle-eyed readers may notice this is several orders of magnitude smaller than the $1.5 million that a death penalty conviction costs taxpayers.

I would vote to repeal. If even one innocent person gets executed, and we know this has happened several times, it means, to me, that the system is irrevocably flawed.
I would like to see an ethics study on allowing inmates sentenced to life or life without parole to be allowed to choose to end their lives with dignity. I'm sure with bureaucracies it would cost much more than the Dignitas service, seeing as though we need to make sure that the inmates aren't being coerced by the state to do it and that they are sound of judgement to make that choice and whatnot, but I think that would be more humane than rotting in a prison cell for the rest of your life or being subjected to solitary confinement.
"There remain four irreducible objections to religious faith: that it wholly misrepresents the origins of man and the cosmos, that because of this original error it manages to combine the maximum servility with the maximum of solipsism, that it is both the result and the cause of dangerous sexual repression, and that it is ultimately grounded on wish-thinking." ~Christopher Hitchens, god is not Great
