It has nothing to do with socialism. It's simply the most logical thing to do for a nation.
But America is in no need, as I see that it's sucking the gifted from the rest of the world to it's own soil like a vortex. Why use the money to fund your own education, while you can just tap the brainpower of other nations who support their youth with their taxes, making them nearly free for mr. and mrs. American taxpayer!
And there the invisible hand of the market comes into play.
That hand just leaves other, less developed countries without the educated academians, scientists, engineers and etc. they need for them to develop.
We, on the other hand, make education free for our children, so the money we invest in them goes to America. Yes. But do we complain?
No. We just want the best for our children.

You could always send a portion of your pay home (which is common, and actually a very good idea). I'm with you on that count, I have absolutely no idea why we're so backwards in that regard. That's not entirely true, I have an idea as to why we're so backwards, I just can't accept it.

Well, sending money home is not the thing, though. If I go to work abroads, I'm actually contributing to the brain drain that befalls my country. This is the real harm done here.

To be fair, free public education does exist in America. It's just that the quality of public education in America is poorer than in many poorer countries, and does not really cover post-secondary education. Which explains why we are getting poorer, while the poorer countries are getting richer.
Also, many religious folks refuse to allow their children to attend our poor public education system, not because our poor education system is too poor for their children, but because despite its poor quality, our shabby public education system still occassionally allow a piece of real knowledge to trickle onto the unfortunate students, and that can't be tolerated by the religious. So they developed a jar completely impervious to any knowledge, called home school.

Brain drain has subtle and unanticipated benefits for the countries appearently loosing the brains. For example, brain drain to the US and UK built the foundation of economic growth of China and India.
