Dark skinned people have considerably more protection against the sun than white people have. It might be correct for a white person to wear clothes or sun screen to prevent a sun burn while a dark skinned person would not need to take such precautions.

So yes there are correct ways for people to act based on the color of their skin.

That, and it's not true: dark-skinned people do wear sunscreen. I used to date a very dark black man who wore higher SPF than I do.
