If a private citizen gets a Pell grant from the government, they can generally do whatever they want with that money as long as they keep passing classes & stay in the same socioeconomic situation.
I seriously doubt NPR would take money from the government if it came with any "strings" that would turn them into a puppet, a government mouthpiece.
The funny thing about your little rant is that a government that actually had the power to boss NPR around would be much closer to the correct definition of fascism than your strange non-governmental example.
