It's hard to get stuff in, once it's in it's in for good, amending to effect repeal is even more difficult, and doing so does not remove whats in or gaurantee that it won't return by that very same process of amending the repealing amendment.

Nothing is ever guaranteed. But following that line of thinking, there's no use in amending anything, since it could be repealed at some point in time.
