I do not like the arm so much, so I did not mention that part before. It looks a bit like Tiberius' head is blocking the view of the being whose arm it is. If viewed as a part of Tiberius, an arm coming out near his ear seems very strange indeed. And it is strange that it is a different color from his head. So it really looks to me to be the arm of someone behind his head.
