You are naively supposing that they are serious. Of course, if they had been serious, they would tell you the truth, that it is not a conspiracy by the U.S. government, but was a conspiracy by the Illuminati under the direction of Elvis, who rules the world from his bunker under Graceland. Elvis faked his death in order to wrest power from the former head of the Illuminati, Hitler, whose brain had been saved and was kept alive without his body, as can be seen from this documentary video from the 1960's:
