Dangerous.  Suppose a significant number of taxpayers elected to have their tax payments be used for incarcerating minorities for being minorities (racism is always bubbling beneath the surface).  Of imagine what would happen if 9i0% of the tax base refused to have their money pay for police, or care for the truly indigent? Or vaccines? Or public sanitation?  Education?
